新增AGC受控联网搜索工具

在DirectProject的agc_tools MCP中按webSearchEnabled开关新增agc_web_search工具。

通过客户端loopback工具桥固定访问Bing RSS并返回有界公开HTTPS结果。

保持Codex原生webSearch禁用,并同步搜索开关到系统提示词与连接池隔离边界。

补充MCP目录、参数校验、结果过滤、真实搜索链路和配置回归测试,并更新技术文档。
