Gitea 分配任务时返回已回滚的 run has changed 冲突，领取网关此前会永久进入 uncertain，后续 CI 全部收到 503 并提示没有匹配的在线 runner。

本次仅识别 Gitea 1.26.4 的完整、精确冲突响应，原样返回错误并允许 runner 重试；其它未知错误、截断响应及未完成领取继续保持保护。新增不含 RPC 正文或凭据的原因日志，并同步运维文档。

验证：Linux 21 项网关测试通过；独立审查、编码检查、文档索引、Prettier 和 git diff --check 通过。localws 已部署相同修复并恢复领取，已观察到 4 个真实 CI 任务开始执行。本次不代表整轮 CI 已通过。
