构建：为 AGC 测试接入类型门禁

- 新增 apps/ai-game-creator-shell/tsconfig.tests.json，覆盖 src、tests 与 vite.config.ts
- 新增 check:tests:types 脚本执行 tsc -p tsconfig.tests.json --noEmit
- 将 check:tests:types 并入 AGC 的 typecheck
