升级 Rust 工具链到 1.98.1

- 将 rust-toolchain.toml 的 channel 从 1.96.0 提升到 1.98.1，保留 rustfmt 组件要求
- 将 CI job 镜像 Rust stage 从 rust:1.96-bookworm 更新为 rust:1.98-bookworm，并同步新的固定镜像 digest
- 同步 deploy/container/README.md 中 Rust 版本与 digest 的说明
- 同步开发运维文档中 CI 环境与 rust-toolchain.toml 的版本口径为 1.98.1
