修复(后台假接口): 会员档位夹具补齐 recommended 字段

- membership-plans 的 GET 列表与 POST 回显补上契约必填的 recommended - 按后端 PROFILE_MEMBERSHIP_RECOMMENDED_PLAN 把 plus 标为推荐，避免本地预览与真实响应漂移
